No but it's every time I make or receive a phone call.

Having a tech look at it can be a good idea. That can verify that it's recording and if there is a way to turn it off besides the access denial, then they could do so, or document that there is not a way to turn it off for a potential suit.
So where would I need to go to find a technician to do that? My phone service is through the same company.

The federal Wiretap Act (18 U.S.C. § 2511) prohibits the interception of oral communications without consent. If your calls are being recorded without your permission, this could potentially be a breach of this law. The Act also allows a person whose communications were unlawfully intercepted to bring a civil lawsuit for damages under (18 U.S.C. § 2520). You could then report it to your local FBI office and Police department.
